From the PG article:

“During the hearing, state Sen. Pat Browne, R-Allentown, co-chairman of the commission, referred to Pittsburgh’s high per-pupil cost. He said it was significantly higher than other urban districts, such as Philadelphia, Allentown and Lancaster, and higher than most in the state. According to the most recent state figures, Pittsburgh’s per-pupil costs fell from $21,711 in 2010-11 to $20,594 in 2012-13. That drop took it from the eighth highest to the 29th highest.”

Please NOTICE that while Pittsburgh is among the 30 HIGHEST PER PUPIL COST in PA, Pittsburgh is among the 30 LOWEST-ACHIEVING districts in PA every year since 2003. "
