The article seems to say that her contract guarantees her a $5k increase, and that she can get an additional $10k for performance; most people reading quickly will not realize that apparently she received only half of her potential performance bonus.
That may have something to do with the "proficient" rating, but the article also does not explain what the possible ratings are. Distinguished/ proficient/ unsatisfactory?
Anyway to give her no performance bonus would have looked like a slap in the fact to someone who is on the way out anyway. What may need to be changed for the future is how retirement pay is computed.

The students are failing, test scores are dropping, and the school board is handing out more taxpayer money in the form of raises for the incompetent people running this system. This is pure insanity.
Wondering if "growth" measures are factored in here somewhere ?
Unbelievable, she is laughing all the way to the bank. It's a shame this district is a mess due to lack of leadership, but I guess it doesn't matter to her.

Strong words, but you have to wonder- could anyone of the administrators sitting around the table each week have taught those math classes? Maybe we need a few people who have actually been there and succeeded at everything being piled on teachers' plates.
Not just administrators who left the classroom because it was too tough but the "clinical instructors" who once disguised themselves as effective teachers.

PPS MUST HAVE A CLEAN SWEEP IN CENTRAL OFFICE.
ALSO- HR MUST PUT AN END DO HIRING PEOPLE WHO HAVE NO CREDENTIALS, NO PA SUCCESSFUL EXPERIENCES, NO CERTIFICATIONS in EDUCATION and NO EXPERTISE in the JOBS they are hired to perform!
EVIDENCE-BASED SUCCESS in an URBAN DISTRICT with all of the required "Certifications" in Pennsylvania should be base-line requirements for an entirely new PPS Central Office!

It might be a more powerful appeal if you identify the board members ( including the new ) by name.
Clarece Polke has two must read articles in today's PG as we search(?) for a new superintendent.
The lack of evidenced-based success shows itself again.
Speaking of names - Ms Regina Holley and Thomas Sumpter seemed to have met Mr. Perkins in a meet and greet fashion and felt no need to research Mr. Perkins and his firm before recommending that he conduct the search for PPS.
PPS Board of Directors: Wrenn, Carter, Holley, Kaleida, Klug, Sumpter, Wilson, Falls and Kennedy
Correction:
Put an end to hiring unqualified people for positions in PPS that require "certification(s)" in education.
