Join together. What if 100 people appeared at a monthly public hearing? What if we all took every opportunity (in our neighborhoods, at social events, etc.) to tell members of the foundations that support the PPS what we believe is working and what is not working? Email to the head of the PA Dpt of Education (gzahorchak@state.pa.us). Contact the mayor's office, because as the schools go so goes the city. Comment on blogs. Be creative and don't give up.
