Was this a real audit- or basically a report to justify what PPS is already planning to do w/ CTE?

I am interested in CTE for my middle-schooler and try to pay attention to the topic as he nears high school. From my observation over many years it always seemed that some CTE classes were spots to put kids when other classes were not available to them for that class period. Some disciplines were found out of compliance because not enough class periods were provided to students and I guess this is how the audit points to not enough hours. I would say this was a real audit. It is possible that someone finally sees that the CTE area has been largely ignored for too long.
