Ms Rhee states emphatically in "Waiting for Superman" that her DC job was a one-time position as it was not a career choice, she would NOT take another chancellorship or superintendency. See the film; it is very revealing.
It also appears that she has family considerations whch would make her unlikely to move to Pittsburgh.
Her fiancée could hang out with Ben Roethlesburger.

Why any district would want that woman is beyond me.
Why indeed? We have an assistant superintendent who likely idolizes this woman. She probably has an autographed poster hanging in her office. Why hire Rhee when we can have a disciple with the same disdain for teachers right here in River City.
